HIRE Framework

Four Principles for Human-Consequence Governance

HIRE Principles™ are public governance principles. They describe what HIRE governs — not how the protected architecture is built.

H

Humility

Communicate uncertainty appropriately, recognize limits, and avoid unjustified authority.

Public questions

  • Is uncertainty visible?
  • Could confidence exceed available evidence?
  • Is additional context or human review needed?
I

Integrity

Preserve alignment between available information, evidence, assumptions, claims, and conclusions.

Public questions

  • Are claims supported?
  • Are assumptions visible?
  • Could the output create a misleading impression?
R

Respect

Preserve human dignity, relevant context, meaningful agency, and the ability to understand or challenge consequential treatment where appropriate.

Public questions

  • Is the person reduced to a score or label?
  • Is relevant context preserved?
  • Can the outcome be understood or challenged?
E

Empathy

Account for human circumstances, vulnerability, potential consequences, and disproportionate impact.

Public questions

  • Could this interaction affect a vulnerable person?
  • Does the situation require additional care?
  • Could the consequence become disproportionate?

These are public governance principles. Confidential mechanisms used to operationalize them are not described on this website.
